Unhan Issues Latest Circular on Allowing Female Cadets to Wear Hijab, Here's What It Says
The Defense University (Unhan) has issued a Circular Letter (SE) Number: SE/201/VIII/2026 allowing female Muslim cadets to wear the hijab during their education. The SE was signed by Vice Rector II of Unhan, Air Vice Marshal Yusran Lubis, in Jakarta on Monday (8/24/2026).
The rules: black hijab for official uniforms (temporarily, until an official design is set), worn neatly, and must not interfere with safety and educational operations. This regulation is based on Presidential Regulation Number 5 of 2011 and Unhan Rector's Regulation Number 28 of 2025, as well as a Ministry of Defense press release that emphasized there's no ban on wearing the hijab.
The SE stresses piety as part of the cadet honor code and the right to practice worship during education. Earlier, Asma Wafa Andina, a prospective student at Unhan's Faculty of Medicine, withdrew in August 2026 due to info that she'd have to remove her headscarf, but the Ministry of Defense denied any such prohibition.
