Seeking Advice on Cat Behaviour from a Brother or Sister

I’m hoping someone with experience can help: has anyone dealt with a cat that urinates on new items or furniture like the sofa? How did you manage and train them to stop peeing indoors? Also, are there any with un-neutered cats? Additionally, for those with indoor cats, how do you safely allow them outdoor experience, particularly if you live in an apartment with just a balcony?
