Could this be sihr or black magic?

As-salamu alaykum, everyone. Over the last two years, my family has been through some really strange and disturbing events, things we never imagined would happen to us. I'm wondering if it could be sihr or black magic. My sister's marriage has been a nightmare. Her husband turned out to be abusive and neglectful, always threatening divorce, kicking her out multiple times, watching inappropriate content, disappearing all night, and chatting with women on dating apps. Everyone had vouched for him and guaranteed a happy life, so this was totally unexpected. Alhamdulillah, my sister was always healthy, but during and after pregnancy she started having many health issues. She had several complications and ended up giving birth unexpectedly at 26 weeks. Then, out of nowhere, she got lice. No one else in the family had it, no one had traveled, and we live in the West where it's very rare. It was just her, for no apparent reason. Extremely strange. My mom had a very close bond with her older sister and my cousin. My cousin even called my mom her second mom. One day, my sister's husband and in-laws started getting calls from private numbers with false accusations against my sister and our family to break the marriage. It turned out the calls were from my older aunt and my cousin. My mom was devastated-she had raised my cousin like her own child. How could they betray 60+ years of trust and relationship? That had never happened before. Later that same year, my cousin backstabbed me. We've known each other since birth, called each other sisters, and I fully trusted her. She never used to speak badly about anyone, so why me? Why break my trust after 25 years? We never even had a fight. And now my sister's divorce. After all she's been through, she's finally getting divorced. Her husband claimed he loved his daughter more than anyone, and initially he was involved, but now he's slowly detached. He can go weeks without seeing his daughter and doesn't seem to care anymore. All these issues happened within two years, and some of these relationships were stable for decades until recently. A couple of months ago, during a deep clean, I found something that looked like black magic. I had to Google it and found out it's sihr. It was written to appear Islamic because it starts with Allah's name. I ripped the paper into pieces, threw them into a lake, and played Surah Al-Baqarah at home. I have no idea who put it there or how long it was there. I had done ruqya several times on everyone even before finding the sihr. Things haven't improved after getting rid of it. Is there any hope for things to get better, or is the effect of black magic permanent? JazakAllah khair for any advice.
