Who Was Jesus Talking to in Surah 61:6?

Assalamu alaikum, I've been pondering something. In the Quran, when Prophet Isa (peace be upon him) gives the glad tidings of Ahmad's coming, who exactly is he addressing? Was he speaking privately to his close companions, or was it a public announcement to the general gathering of Bani Israel?
