Could Every Non-Muslim Have Ended Up Muslim in Another Life Path?

Assalamu alaikum everyone. I have a question and I'd love to hear your thoughts on it. We know Allah has written our future, including the paths we take, and our free will is present when we make those choices. We also have the free will to believe in Allah or not, and we bear the consequences. My question is: do you think those who are atheists, follow other religions, or are agnostics might have had a future where they could have become Muslim? Like, they could have taken another path where they were Muslims-even the disbelievers like Pharaoh, the wife of Lut, and the wife of Nuh (peace be upon them)? Because Allah gives everyone a fair chance to believe. Thank you.
