Arms deals without relations-how far does this go?

Saw this article about how Israel sent high-end F-15 gear to Qatar and Saudi even though they don’t have formal ties. Makes me ask, is that kind of quiet cooperation a smart move or just storing up trouble? Feels like these shadowy arrangements can easily backfire, may Allah protect the innocent. I’m not expert, just thinking out loud.
