Whose Need is Greater for My Sadaqah?

Assalamu Alaikum warahmatullahi wabarakatuh, I make it a point to give sadaqah every month. For the past two years, I've been sending money to support some families in Palestine, may Allah ease their hardship. At first, I gave 1000 INR monthly, but Alhamdulillah, I got a better job in January, so now I give 3000 INR. Here's where I need your advice. My elder sister got divorced last year, and she has a child to care for-school fees and all the other costs. She's working, but what she earns isn't enough to cover everything for her and her child. I keep remembering that in the Quran, Allah (SWT) tells us our family comes first in being deserving of our charity, and then others. My heart is truly with our brothers and sisters in Palestine who are in desperate need, but my sister's situation is also pressing. I feel a bit stuck on what the best way is. Any thoughts from the community?
