Wali Nanggroe Study Team Discusses Strengthening the Helsinki MoU and Special Autonomy Funds in Subulussalam
The Study Team for the Implementation of the Helsinki MoU and the Law on Governing Aceh (UUPA) under the Wali Nanggroe Institution held a dialogue with the Subulussalam City Government to gather input on strengthening the management of Special Autonomy Funds, optimizing regional authority, and refining the implementation of the Helsinki MoU and UUPA. The dialogue took place at the Subulussalam Mayor's Office, led by the Chair of Tuha Lapan Wali Nanggroe, Kamaruddin Andalah.
Kamaruddin emphasized that this visit aimed to directly listen to the views and experiences of the region as a basis for policy recommendations. The Subulussalam City Government raised several challenges, such as regional fiscal capacity, the effectiveness of Special Autonomy Fund distribution, and financial assistance mechanisms.
Participants also highlighted the need for more transparent and accountable management of Special Autonomy Funds, and proposed the establishment of better management mechanisms. In addition, they discussed the implementation of authority over natural resource management, resolution of land and HGU (Right to Cultivate) issues, as well as policy harmonization between the central government, Aceh, and districts/cities.
