Surabaya City Government Issues Strict Regulations for Monitoring Sacrificial Animals Ahead of Eid al-Adha 1447 H
The Surabaya City Government has issued Circular Letter Number 500.7.2.4/11606/436.7.9/2026 to tighten oversight of sacrificial animal operations ahead of Eid al-Adha 1447 H/2026 M. This letter was released to anticipate the increased risk of spreading strategic infectious animal diseases (PHMS), such as FMD, LSD, anthrax, and PPR, amidst high livestock traffic.
Surabaya Mayor, Eri Cahyadi, emphasized that all sacrificial animals entering Surabaya must meet strict health requirements. These include at least one FMD vaccination with a certificate or QR code eartag, an Animal Health Certificate (SKKH), and a Veterinary Certificate (SV) from the region of origin. Animals must also be healthy and free of disease symptoms for 14 days prior to entry.
Monitoring is extended to sacrificial animal sales locations, which must have location permits, animal health documents, isolation areas, and waste disposal sites. The city government also recommends slaughter at a Slaughterhouse (RPH) or with approval from the district/village head. Committees are required to maintain environmental cleanliness, manage waste properly, and provide personal protective equipment (PPE). Unsold sacrificial animals are advised to be slaughtered at the nearest RPH and not returned to their area of origin to prevent disease spread.
