Protecting Hajj Pilgrims' Rights, Ministry of Hajj Vows Strict Action Against Non-Procedural Practices
The Ministry of Hajj and Umrah (Kemenhaj) is cracking down on several non-procedural practices in the organization of the 1447 H/2026 M Hajj pilgrimage to protect the rights of pilgrims. The enforcement actions include guidance, disciplinary measures, recovery of funds obtained outside regulations, and refunds to pilgrims.
Practices being addressed include payments for dam (sacrificial animal) outside the rules, indications of fictitious badal hajj (proxy pilgrimage), sacrificial offerings, and other non-procedural activities. These involve certain individuals among the mukimin (Saudi-based Indonesian residents), KBIHU (Special Hajj and Umrah Guidance Groups), as well as officers/religious guides in several flight groups.
Kemenhaj has also made an administrative correction to one data entry, changing it from BPN-11 to BPN-9, without altering the substance of the enforcement. Previously, Vice Minister of Hajj and Umrah, Dahnil Anzar Simanjuntak, disclosed alleged fraud related to dam and badal hajj by one KBIHU from West Java, with a transaction value of approximately Rp1.4 billion, involving badal hajj for 140 people at a rate of around Rp10 million per person.
