Government Tightens Sanctions for Hajj and Umrah Travel to Protect Pilgrims
The government is tightening oversight of special hajj (PIHK) and umrah (PPIU) travel operators through Indonesian Minister of Hajj and Umrah Regulation Number 2 of 2026. This rule sets out tiered administrative sanctions, from written warnings, fines, temporary suspension, freezing, to revocation of business licenses for travel agencies that fail to serve pilgrims according to regulations.
This regulation focuses on pilgrim protection by setting a maximum service time limit of 1x24 hours. Delays in departing, serving, or returning pilgrims beyond that limit can lead to temporary operational shutdown. Repeated violations will increase sanctions, including restricted access to the ministry's information system and license freezing.
Revocation of business licenses is the heaviest sanction imposed if an operator commits serious repeat offenses, such as abandoning pilgrims. This policy marks a shift in oversight orientation toward pilgrim protection, ensuring the religious travel industry becomes more professional and accountable.
