Changes in Hajj Payment Rules: Health Requirements Now Tightened
The organization of the Hajj pilgrimage for 1447 H/2026 M came under the spotlight during a meeting of Committee III of the Indonesian Regional Representative Council (DPD RI). The Ministry of Hajj and Umrah received appreciation for service improvements, especially for elderly and high-risk pilgrims. A total of 77.4% of pilgrims were classified as high-risk, but they were managed well.
The innovation of the murur and tanazul schemes in Armuzna was considered effective in reducing overcrowding. Management of the 221,000 pilgrim quota was also more structured. The policy of health eligibility (istithaah) before payment is a new strict preventive measure to reduce health risks in the Holy Land.
DPD member Denty Eka Widi Pratiwi pushed for standardization of badal (substitute rites) and dam (penalties) services so there is no confusion. Minister of Hajj and Umrah, Mochamad Irfan Yusuf, emphasized the commitment to service improvement through cross-agency collaboration.
This evaluation points toward transforming Hajj services into a system based on risk management, preventive health, and adaptive innovations for high-risk pilgrims.
