MUI Urges Study on Vape, Ready to Declare Haram if Narcotics Content Found
The Indonesian Ulema Council's (MUI) Fatwa Commission is urging the National Narcotics Agency (BNN) to immediately conduct an in-depth study on the content of electronic cigarettes (vape), which are widespread in society. This push was conveyed by Miftahul Huda, Secretary of MUI's Fatwa Commission, on Friday (10/4/2026), emphasizing the importance of research as a basis for determining the legal ruling. MUI asserted that if vape is proven to contain narcotics, its status would be haram as it falls under khamar (intoxicants), in accordance with scholarly consensus.
BNN revealed surprising findings from laboratory tests on 341 samples of vape liquid, including 11 samples containing cannabinoids (marijuana), 1 sample with methamphetamine (crystal meth), and the substance etomidate (an anesthetic). Additionally, at least 175 types of new psychoactive substances (NPS) have been identified in Indonesia, indicating increasingly sophisticated patterns of drug trafficking.
MUI is pushing for concrete steps through regulation, including banning vape if narcotics findings are confirmed, as well as rules for use in public spaces to protect passive smokers and public health. BNN views a vape ban as a potential strategic move to close loopholes in narcotics circulation. These demands from MUI and findings from BNN serve as a strong signal for the government and the House of Representatives (DPR) to act quickly.
