KPK Affirms Additional Hajj Quota Belongs to the State, Not Legitimate Profit for PIHK
The Corruption Eradication Commission (KPK) has affirmed that the additional hajj quota for 2023-2024 from the Saudi Arabian Government is state property, not a private right or that of Special Hajj Organizers (PIHK). Acting Director of Investigations at the KPK, Achmad Taufik Husein, stated that PIHK profits from managing the quota outside the mechanism are considered unlawful gains and detrimental to the state.
Former Minister of Religious Affairs Yaqut Cholil Qoumas is charged with altering the composition of the 2024 additional quota distribution to 50 percent regular hajj and 50 percent special hajj without technical review. His actions are said to have caused state losses of Rp 622 billion, and Yaqut allegedly received personal benefits of USD 271,500.
The KPK claims to have strong evidence, including a BPK audit and expert testimony, and found practices of buying and selling quotas and acceleration fees that harm prospective pilgrims. This case involves three other defendants and several PIHKs that have returned unlawful profits.
