Luhut Proposes Aligning Corruption Definition with International Standards, Prabowo Agrees
BANDA ACEH - National Economic Council (DEN) Chairman Luhut Binsar Pandjaitan said President Prabowo Subianto has agreed to the council’s review on the definition of corruption, especially regarding the element of state losses. The proposal references international standards under the United Nations Convention Against Corruption (UNCAC).
Luhut made the statement after a meeting at the Merdeka Palace in Jakarta on Tuesday (20/10/2026). He stressed that aligning the definition is crucial so that corruption handling in Indonesia matches global practices. “The President also agreed to the review made by the National Economic Council team about the definition of corruption. Because that’s important to make sure corruption handling in Indonesia follows international standards,” he said.
The DEN review refers to the UNCAC, which Indonesia ratified about two decades ago, highlighting bribery as the main form of corruption. Luhut also criticized the use of state loss elements in Indonesian law, which he feels doesn’t fit with international standards. “Indonesia is the only country that applies the state loss issue,” he noted.
Still, Indonesian law does recognize state losses in Articles 2 and 3 of the Corruption Eradication Law, and also covers other forms like bribery, gratuities, extortion, and abuse of authority.
