KPK Prosecutor Unveils Alleged Backdated Hajj Quota Decree by Gus Yaqut
The Corruption Eradication Commission (KPK) prosecutor team has revealed an alleged backdated issuance of the Minister of Religious Affairs Decree (KMA) regarding additional 2024 Hajj quotas. This came to light in the indictment against former Minister of Religious Affairs Yaqut Cholil Qoumas, read out at the Jakarta Central Corruption Court on Tuesday (11/8/2026).
The prosecutor said that KMA No. 1156/2023 on Additional Hajj Quotas for 1445 H/2024 AD is dated December 21, 2023, but was only signed on January 9, 2024. The inclusion of that date is suspected to limit the payment period for Hajj fees for prospective pilgrims, as the payment deadline is set at a maximum of 30 days after the decree is issued. This decree is also said not to have been widely disseminated.
Moreover, the prosecutor disclosed that KMA No. 130/2024 was issued on January 24, 2024, but dated January 15, 2024. This decree regulates the division of 20,000 additional Hajj quotas into 10,000 for special Hajj and 10,000 for regular Hajj. The prosecutor suspects that this division was to accommodate the interests of Special Hajj Organizers (PIHK) who wanted a special Hajj quota allocation exceeding 8 percent.
In this case, Gus Yaqut is charged alongside three other defendants. The four are accused of causing state financial losses totaling Rp622.09 billion. Yaqut is also charged with enriching himself by 271,500 US dollars, while several other parties and corporations are said to have benefited from the arrangement of these Hajj quotas.
