KPK Explores Fuad Hasan's Role in Alleged Hajj Quota Corruption Case
The Corruption Eradication Commission (KPK) is currently delving into the role of Fuad Hasan Masyhur (FHM), owner of Maktour Travel, in the alleged corruption case involving the 2023-2024 Hajj quota. Investigators are focusing on tracing his involvement from the early stages, before the policy for distributing additional quotas was changed to a 50:50 scheme between regular and special quotas. KPK spokesperson Budi Prasetyo stated that Fuad is suspected of operating within a layered organizational structure, involving the SATHU Forum, associations, and Special Hajj Organizers (PIHK).
KPK assesses that Fuad's position within the circle of forums, associations, and business actors makes his role crucial. The investigation has revealed communications and meetings with various parties, including at the Ministry of Religious Affairs and in Saudi Arabia, which are suspected to have pushed for the policy change. This deepening investigation also opens the possibility of new suspects in a case that potentially caused state losses of around IDR 622 billion according to the BPK.
This case stems from the policy change in managing additional Hajj quotas in 2023 and 2024, where investigators found alleged irregularities such as diverting quotas to the special pathway and imposing additional fees on pilgrims. To date, KPK has named several suspects from both government and private sectors and continues to develop the case to uncover the roles of other involved parties.
