The base rule is haram, no doubt. Look at the Quran, Surah Al-An'am 6:151. The exceptions are tight: lawful execution by a judge, self-defense where there's no other way, and jihad under a real amir. Anything outside that, you're on dangerous ground.

Brother it's not a simple yes or no. Killing an innocent soul is a major sin, you see it in Surah Al-Ma'idah 5:32 where it's like killing all humanity. But the Sharia permits capital punishment for murder or waging war against the community, that's qisas and the hadd for hirabah.
