BPIH 2027 Proposed at Rp107.3 Million, Pilgrims Only Pay 40 Percent of Hajj Costs
The government has proposed an average Hajj Pilgrimage Organizing Cost (BPIH) for 1448 H/2027 M of Rp107.34 million per pilgrim. The direct burden on pilgrims, or Hajj Pilgrimage Travel Cost (Bipih), is set at 40 percent, while the other 60 percent is covered by value-managed funds from BPKH. The proposal was delivered by Minister of Hajj and Umrah Mochamad Irfan Yusuf during a working meeting with House of Representatives Commission VIII in Jakarta on Wednesday (19/8/2026).
If approved, pilgrims are projected to pay an average of Rp42.94 million, while about Rp64.40 million per pilgrim comes from value-managed funds. This figure is not yet final because the government and the House will discuss it through the BPIH 2027 Working Committee (Panja).
The government uses assumptions of Indonesia's Hajj quota of 221,000 pilgrims, an exchange rate of Rp17,500 per US dollar and Rp4,666.67 per Saudi riyal. Living costs remain proposed at SAR750 per pilgrim and are charged through value-managed funds. Rising energy prices, aviation fuel, the weakening rupiah, and changes in services in Saudi Arabia could affect BPIH components. The Saudi government has eliminated Masyair package D services, so Indonesia plans to use Masyair package C services.
House of Representatives Commission VIII and the Ministry of Hajj agreed to form the BPIH 1448 H/2027 M Working Committee to examine the cost structure, exchange rate assumptions, service needs, and the amount of value-managed funds. Thus, the figure of Rp107.34 million is not yet the final tariff.
