AGO Fully Investigates Bekasi Oil and Gas KSO: Overlap with Riza Chalid's Affiliate Companies, State Loses Rp2 Trillion
The Attorney General's Office (AGO) has found strong indications of a link between the alleged governance irregularities at a Bekasi City regional-owned enterprise (BUMD) and several companies suspected of being owned or receiving investments from Muhammad Riza Chalid (MRC). This sign came up during the probe into the Operations Cooperation (KSO) for managing oil and gas wells between PT Minyak dan Gas Bumi (Perseroda) and PT Pertamina EP for the 2009–2024 period. The AGO's Head of Legal Information, Anang Supriatna, said investigators are digging deeper into the connection with MRC's affiliate companies, including the foreign firm Foster Oil & Energy Pte Ltd.
The case started with a KSO involving a foreign company, but it allegedly broke a bunch of procedures, like not getting approval from the parliament and the Energy Ministry, and the executing company was only set up while the agreement was already underway. These violations turned what should've been a profitable partnership into a deficit burden. The AGO estimates the state losses at around Rp2 trillion, hitting the Bekasi City BUMD and PT Pertamina.
Even though Riza Chalid has been named a suspect in the oil and gas governance corruption case and is still a fugitive, the AGO hasn't yet named a specific suspect in this case. The investigation got a boost from searches at several spots in Bekasi and Jakarta, including two new locations on Friday (9/18/2026), to seize docs tied to the agreements and work plans. The AGO is still digging into the cooperation structure and the flow of interests behind managing those oil and gas wells.
